Order 66 vs. Plan 99
In Revenge of the Sith, Palpatine commands Clone Troopers across the galaxy to “Execute Order 66.” The Clones, who have been programmed to believe that “good soldiers follow orders,” are compelled to unquestioningly obey this order and kill the Jedi who have been their friends and allies in the Clone Wars.
In “Plan 99” (The Bad Batch 2.16), the Bad Batch are cornered while making their escape from Eriadu, and Tech chooses to execute “Plan 99.” Visually, the number “99” is an inversion of the number “66,” and “Plan 99” is well-named because it is the exact opposite of “Order 66.” Rather than following orders and ending the lives of his friends and allies, Tech chooses to sacrifice himself to preserve their lives, and his last words show that he is willing to disobey orders to do it: “When have we ever followed orders?”
